Say I'm illegally parked and am about to get towed, when right before?
The rule is simple, if your in the car before he lifts the tire off the ground he cant tow you, its kidnapping. if your tire is off the ground, it will cost money for him to put it down. these are assuming the police havent told him to tow it. if its just because you illegally parked and are in your car; DRIVE AWAY!
