In some states, the utilities are under pressure to decrease their customers electrical energy use; if they dont, they would have to build a multi-million-(or -billion-)dollar generating plant that would eat more money than it earns. Thus they have programs to provide high-efficiency LED bulbs to customers who would otherwise continue using inefficient incandescent bulbs (or moderately efficient fluorescent bulbs).
