Is it possible for the world to have come to a dead stop and we?

If absolutely everything, every physical process, came to a stop, then how would you measure how long it lasted? There are no clocks. It is something you can't measure. And, if there are absolutely no measurable consequences, then, be Occam's razor, we can safely cut out the hypothesis, that everything was "stopped" for whatever time. And, if not "everything" stopped, if there were some "outside world" that continued normally, we'd have noticed it by observations. Possibly after some time, depending on the size of the "frozen time" bubble. We would have noticed it as bright explosion of light, as all photons that have been entering our "frozen bubble" for those 100 years got caught, stopped and accumulated on its surface, and then restarted all at the same time when the "time freeze" ended.
